This is a matter of our dignity and our right to make our contribution to deliberations on questions of peace and security in our world and to the elaboration and implementation of just and fair solutions to those questions.

A lack of public sector capacity and access to vulnerable populations has hindered attempts at a comprehensive response to these issues.

One delegation called on UNICEF to play a lead role in issues related to slavery and child trafficking and suggested establishing a global partnership to end the practices.

As such, they figure high on the overall agenda of the organization, with at least five related resolutions adopted at IPU statutory assemblies, as well as two sessions of the annual parliamentary hearings at the United Nations devoted to those issues over the past three years.

Such messages should not be allowed to eclipse the basic political questions of the polity of Côte d'Ivoire, to which the existing peace agreements have already provided satisfactory answers.

In response, a paper was prepared describing possible areas for future collaboration, including on issues relating to capacity building, technical advice, synergy and adaptation.

In 2001 and 2002 the Immigration and Naturalisation Service (IND) focused in detail on the subject of traumatic experiences and the way in which interviewing officials deal with such matters.

The failure of States to address these issues may greatly constrain humanitarian access and sustain an unconducive environment for the provision of humanitarian assistance.

Criteria based assessment in organizations can address these issues through a design process that incorporates multiple perspectives and incorporates views of citizens, especially members of the disadvantaged groups.

I anticipate serious discussion on these issues here in Canouan this week, and I look forward to our dialogue as we seek to further refine our approach to solving the decolonization dilemma held over from the twentieth century.

Finally, in order to address these issues in a comprehensive manner, the Government needs to engage in active legal reform which includes the legal protection of all human rights set out in the main international human rights instruments.
