With a view to supporting the economic and social reintegration of former combatants and demobilized persons who opted for an urban environment, a training programme in industry and services was designed, consisting of a six month period of administrative entrepreneurial and technical vocational training.

A distinct programme for former child combatants should strive to include, as much as possible from the outset, the participation of local communities in planning and managing the children's rehabilitation and reintegration into society.

It should be noted that previous studies conducted in 2001 02 on the real number of combatants have always produced far lower figures, with an overall number of combatants barely above 15,000, counting all groups.

Particular attention should be paid to programmes for children as there was a great risk for ex combatants who had previously benefited from disarmament, demobilization and reintegration programmes to be recruited again by fighting parties should the society relapse into violence.

Despite the disarmament of 15,600 former combatants in Ituri, the National Commission for Demobilization and Reinsertion continues to face difficulties in discharging its responsibilities, in particular the payment of demobilization allowances to ex combatants, which has led to increased discontent among them.

In January 2013 Senator Patty Murray, Chairman of the United States Senate Committee on Veterans' Affairs, sponsored an amendment of the National Defense Authorization Act (S.3254) that would require peer counseling as part of a comprehensive suicide prevention program for US veterans.

The Committee regrets the delay in completing these accommodations and the related payment of mission subsistence allowance for an extended period, but is cognizant of the demands placed on the Mission's integrated support services during start up operations and in relation to the construction of camps for ex combatants.
