The problem came to a head this year when the Kimberley Process began to certify diamonds from Marange, in Zimbabwe.

In cooperation with the World Customs Organisation the work has been undertaken to specify the classification of rough diamonds and the terminology in use by the KP.

Commendable progress has been made in the diamond mining sector, particularly in the area of licensing and the substantial increase in the official exports of diamonds.

Welcoming with appreciation the initiative by the African diamond producing countries to launch an inclusive consultation process of Governments, industry and civil society, referred to as the Kimberley Process, to deal with the issue,

The Kimberley Process certification scheme, established to counter conflict diamonds , is helpful but is still hampered by inadequate controls on the ground.

In particular, it was indicated in the letter that the Kimberley Process had reason to believe that in 2005 illicit production of rough diamonds was ongoing in Côte d'Ivoire.

The intersessional meeting and the KP plenary in Moscow have clearly highlighted the importance of finding a solution to specific problems of alluvial producer Participants for the attainment of the KP objectives.

Recent reports suggest that goods passing through Bamako are being shipped directly to the growing diamond market of Dubai on the Air Senegal service that now operates weekly between the two capitals.

During the current year, the KP have been following closely the situation in Côte d'Ivoire in light of the ongoing illicit production of diamonds in the Northern diamondiferous regions of the country that have been under rebel controlled since 2002.

The Certification Scheme now encompasses all the significant diamond producing countries, accounting for more than 99.8 per cent of global production, and is helping channel more diamonds into official government mechanisms in countries affected by conflict diamonds.

Acknowledging that the problem of conflict diamonds is of serious international concern, and that measures to address the problem should involve all concerned parties, including producing, processing, exporting and importing countries, as well as the diamond industry,
