Mr. KÄÄRIÄ (Finland) questioned the need for a general debate in the Second Committee.

Mr. KÄÄRIÄ (Finland) said that he had proposed eliminating the general debate, because his delegation was in favour of adhering strictly to the reforms that had been agreed upon.

78. Mr. KAARIA (Finland), speaking on behalf of the Nordic countries Denmark, Iceland, Norway, Sweden and Finland noted that, with a few exceptions, the outlook for the world economy was gloomy.

26. Mr. KÄÄRIÄ (Finland) said that perhaps the Secretariat should include in the programme of work the item of concern to the open ended working group on operational activities.

13. Mr. KÄÄRIÄ (Finland), speaking on behalf of the Nordic countries, said that resolution 48 162 was an important step in the process to revitalize the United Nations in the economic and social fields and that the reforms proposed therein should be carried out.

The meeting was opened by Prasad Kariyawasam, chairperson of the third inter committee meeting and sixteenth meeting of chairpersons who welcomed all members, as well as the Special Adviser on Gender Issues and the Advancement of Women and representatives of the Uganda Human Rights Commission and the National Commission for Human Rights of Mexico.

Mr. Kariyawasam stressed the mutually reinforcing nature of the treaties and reminded the participants that all treaty bodies were engaged in the same task of monitoring implementation of often widely overlapping instruments, and that unnecessary variation of procedure served to obscure their close links.
