In May 2004, the Working Group established five Task Forces to review the following issues (a) use of indicators (b) enhancing the role of the Integrated Monitoring and Documentation Information System (IMDIS) (c) better use of monitoring and evaluation products (d) self evaluation and (e) strengthening central monitoring and evaluation capacities.

In the area of health care, the major concerns remain the limited access to services, the poor quality of service delivery and the Government's reduced capacities for monitoring and early warning.

In many countries, data collection and monitoring capacities need to be strengthened by developing or rehabilitating monitoring networks and strengthening national data management programmes.

Strengthening legislation and improving monitoring systems and facilities, as well as building the capacity of the relevant law enforcement agencies are important contributing factors in addressing the problem in the short term.

While I may revert to the Security Council on this matter, a review of MINURSO standard operating procedures has in the meantime started, in order to further enhance its monitoring and verification capabilities.

To assist these and other efforts under way, I strongly appeal to members of the Council to assist in strengthening the capacity of MONUC to conduct self monitoring and enforcement programmes.

The Monitoring and Research Division was established in 2002 to strengthen the capacity of the UN Habitat secretariat to assist and provide substantive support to the Governing Council in monitoring and assessing the progress made in the implementation of the Habitat Agenda.

Since January 2005, the European Union has been funding a three year project with the Pesticide Action Network (PAN) to strengthen community health monitoring capabilities relevant to pesticide poisonings in six African countries.
