We know the depth of our problems and the limits of our capabilities.

As a result, our capacity is severely stretched.

But there are significant gaps in our capacity in several critical areas.

Our capacity to deploy rapid reaction forces also needs strengthening.

We are prepared to do so and are building up our capacities and partnerships with others to play that role.

However, we stand ready to provide our institutional and human capacities for the benefit of this Partnership.

But our lack of knowledge itself confirms how far our regulatory and surveillance capabilities have fallen behind financial innovation.

In spite of Palau's increasing support for the United Nations work around the world, and despite our determination to become an active member of the multilateral community, I note that the United Nations, its organizations and offices do not have one permanent representative in our nation to assist us in developing our capacity.

These are, of course, not the only insights I could share, but I hope they give you a clear sense at least of why we need to stop kowtowing to them, why we need to rebel and why we need to switch our independent decision making capabilities on.
