Based on the audits undertaken, OIOS recommended savings and recoveries totalling approximately US 3.4 million.

In order to effectively address the investigation requirements in peacekeeping operations, OIOS has proposed the establishment of 32 posts to be funded under the support account budget for the period 2005 06 as follows

(b) Applying information and communication technologies to improve internal management processes and external service delivery systems, and promoting civil service automation (this is especially the case in well established and rapidly changing administrative systems)

The increase is directly associated with the requirements for proposed new posts in the Department of Peacekeeping Operations and the Office of Internal Oversight Services (rental of premises and office equipment and purchase of office supplies and furniture).

In that regard, we strongly support the Secretary General's efforts to strengthen the internal capacity of the United Nations to exercise oversight of peacekeeping operations in order to prevent any misconduct in the future.

Internal business processes. To be successful, the UNOPS system must be flexible, enabling consistent, rapid response and start up, and prompt closure when required.

As the weeks ahead of us unfold, we can also expect that the Department of Peacekeeping Operations and the Office of Internal Oversight Services (OIOS) will continue to coordinate smoothly on developing a standing procedure for how investigations are to be launched.

At the moment the internal ratification procedure of the trilateral safeguards agreement and additional protocol are well advanced and the accession to them as well as elaboration of the relevant accounting and inspection procedures are expected to be effected in the near future.

In paragraph 267 of its report, the Board recommended that the Office of Internal Oversight Services address the causes of delays in reporting its audit results in order to ensure the issuance of reports in a timely manner.

The Office of Internal Oversight Services has recommended the migration of the technical development, maintenance and support functions from the Department of Peacekeeping Operations to the Department of Management, specifically to the Information Technology Services Division of the Office of Central Support Services.
