We welcome private sector contributions to development and humanitarian relief

On the day after the tsunami tragedy, the Islamic Republic of Iran began sending relief consignments to the disaster struck areas and took part in the international relief operations.

In that respect, relief operations experienced new setbacks in October.

As a result, emergency relief evaluations often rely on little more than guesswork and assumptions.

Estimates show that emergency relief in famines costs seven times as much as preventing them.

My own country, despite its many and varied constraints, joined the relief operations at a very early stage.

And, until recently, donors who were willing to pay for relief were less likely to finance follow up evaluations.

Or reporting about aid programs may be skewed to keep donor funds flowing. The greatest danger is that humanitarian relief will be tailored to meet donors demands, rather than actual needs.

The overall coordination and management of the humanitarian relief operations throughout the Sudan would be a key task of the unified peace support operation.

The idea is to find out if the lives of the people on the receiving end were changed for the better in any sustained way.

In many Caribbean territories, NGOs, civil society groups, and private citizens quickly launched efforts to raise relief assistance.

A Turkish Red Crescent team is in the region and will remain there to contribute to humanitarian relief operations for the next five months.

Case studies were undertaken in Colombia, Indonesia, Kenya, Rwanda, Sierra Leone and Zambia to enhance understanding of beneficiaries' perception of two ECW that strengthen women's control of food in relief distributions.

With the exception of the evaluation of the PRRO category, which was presented to the Board in February 2004, and WFP's experience with real time evaluation of EMOPs, presented in May 2004, work is in progress.

WFP has advocated for full respect for its humanitarian principles in the design and implementation of integrated missions and has continued to work with the Emergency Relief Coordinator on the selection process for Humanitarian Coordinators.

The Committee noted that remote sensing imagery and satellite based communications, including telemedicine services, were used in the disaster relief operations following the Indian Ocean region tsunami.

Secretary General Kofi Annan and the heads of the United Nations agencies concerned paid timely visits to the disaster stricken areas to carry out inspections and provide guidance in disaster relief efforts.

Once the relief operations had come to an end, several committed social workers decided to continue working in the area in order to rehabilitate local communities and mitigate the long term damage that the floods had caused.

One of the unique advantages is that it permits a multi hazard approach to tackle disasters in terms of hazard zonation, risk assessment, monitoring and appropriate relief planning.

Beyond emergency relief, this situation reveals a number of structural problems that the international community should help to address through broader support and increased capacity building.

Welcoming also the appointment by the Secretary General of a Special Coordinator to coordinate international emergency relief operations in support of national emergency programmes of countries affected by the tsunami disaster and covered by the flash appeal,
