Yet another variant would be to recognize and capitalize on organizational core competence for certain specialized products or product mix, such as vaccines (UNICEF), all medical equipment and supplies and pharmaceuticals (WHO), all food commodities, including food rations now supplied by UNPD (WFP), vehicles and equipment (IAPSO), air transport services (UNPD).

The Procurement and Logistics Division is working with CIPS, the internal training cadre and the UNRWA training coordinator to ensure that training is offered and made as accessible as possible to all Procurement and Logistics Division staff in all locations.

In paragraph 236 of its report, the Board recommended that the Economic Commission for Africa request the assistance of the Procurement Division since renamed Procurement Service in implementing a code of ethics and the signing of declarations of independence of all staff members involved in procurement.

36. Requests the Secretary General to continue to improve the website of the Procurement Division and make it more user friendly

The Committee recommended at the time that a management review be conducted of the staffing and organizational structure of the Procurement Division in relation to all sources of financing.

The Procurement and Logistics Division has identified procurement courses for all levels of experience and expertise for staff to attend over the next two years.

Offshore procurement processed by Supply Division alone reached 637 million, with a further 10.5 million in donations in kind.

While most of the procurement staff are familiar with the standards of conduct, updated by inter office memorandum dated 21 November 2004, the Procurement and Logistics Division agrees that familiarity with those standards needs to be documented and extended to all staff associated with the procurement process.

The Office of Legal Affairs should consult the Procurement Division Service and the relevant units in the Field Administration and Logistics Division and affiliated funds and programmes as to whether conciliation should be made a mandatory step before a commercial dispute is referred to arbitration.

14. Further requests the Secretary General to include information, as appropriate, on the bid protest system on the website of the Procurement Division

Comment by the Administration. The Information Technology Services Division and the Procurement Service of the Office of Central Support Services have taken action to ensure that all aspects of agreements with third parties are adequately controlled.

The savings of 130,100 were primarily in the Procurement Division as a result of combining mission visits with a business seminar in the Africa region.

The management and staff of the Procurement and Logistics Division continue to focus on the reduction of procurement processing times for all functions, especially the processing times between the issuance of the purchase requisition and purchase order, the approval of purchase orders and the distribution of all documents to the suppliers.

To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.
