As a result of the fine tuning of the restructuring of the Department, the two offices have been merged into a single division.

Comment by the Administration. The Private Sector Division will continue its rigorous monitoring and collection of accounts receivables.

The Planning Division, the department concerned with elaborating the national development plans of the country, also collects data.

The pilot commenced in early 2005 with the Division of Financial and Supply Management.

Comment by the Administration. Additional steps have been taken by the Accounts Division, in conjunction with the executive offices, to systemize recovery.

Comment by the Administration. The Supply Division continues to work with the Information Technology Division to enhance the Cognos cube to include missing information, thereby further improving the supply planning process.

The Executive Secretary, in agreement with the Department of Management, has taken over most of the responsibility for financial, procurement and personnel management of the secretariat.

The Department also issues an annual summary of its operations, including new state laws that directly affect the tax division.

Comment by the Administration. The Information Technology Services Division has been working with some departments on the development of their ICT strategy.

Posts may be kept vacant for six months, after which the hiring department or division should be notified by the Compensation and Management Services Division as to the need to fill the post or abolish it, unless there is strong justification for its remaining vacant for that long.

Comment by the Administration. UN Habitat has been implementing results based management since 2000, in full compliance with the guidelines of the Programme Planning and Budget Division at United Nations Headquarters.

DFAM staff increasingly participated in regional and global workshops of operations staff and in country visits.

The project with PwC will be co sponsored by the Division of Financial Supply Management and the UNHCR Audit Service.

The Division for Management of the United Nations Office at Vienna is responsible for the implementation of the work programme under this section.

Comment by the Administration. The Accounts Division continues to emphasize the need for complete and accurate data submissions in its year end instructions.

(b) The cost savings in the Procurement Division resulting from the combination of management review visits with business seminars in one of the locations.

The project coordinator will assist the Director of the UNOG Division of Administration to manage implementation of all security projects in Geneva.

The Advisory Committee notes that the ECM project is a joint venture of the Information Technology Services Division with the Department of Peacekeeping Operations and the Archives and Records Management Section.

The UNOG Division of Administration also organized a specific project management workshop for the team in November 2004.

12. The Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs is the implementing office for this Fund and provides the services for the operation of the Fund.

12 The Division for Public Administration and Development Management is developing adaptations of the Citizens' Report Cards in cooperation with a number of developing countries' audit institutions.

Comment by the Administration. Treasury planned to draft a policy statement which was to be reviewed together with the Comptroller's Division by the second quarter of 2005.

The Office of Legal Affairs should consult the Procurement Division Service and the relevant units in the Field Administration and Logistics Division and affiliated funds and programmes as to whether conciliation should be made a mandatory step before a commercial dispute is referred to arbitration.

In addition, three posts had already been redeployed from the United Nations Office on Drugs and Crime to Administration, Vienna, following the integration of information technology and human resource functions into the Division of Management at the United Nations Office at Vienna (UNOV).

30. The Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs is the implementing office for the Fund and will provide the services required for the operation of the Fund.

Also within the Department of Economic and Social Affairs, the Division for the Advancement of Women participates in the development of policies for gender advancement within the United Nations system and services the Commission on the Status of Women.

Ms. Pollard (Director of the Peacekeeping Financing Division) said that the Administration took very seriously the recommendations of the Advisory Committee, as approved by the General Assembly.

Requests for change procedures and emergency changes for the financial management system human resources management payroll system follow the standard procedures already set by the Information Systems Division.

Its current structure is divided into the Central Administration Division, Networks Promotion and Development Division, the Bureau of Gender Equality Promotion and the Bureau of Family Institution Promotion with 157 officers.

OIOS also recommended that the UNOG Division of Administration should revitalize its steering committee to oversee the implementation of security projects.

Comment by the Administration. The Office of Human Resources Management, in close coordination with the Information Technology Services Division, is reviewing the feasibility of introducing additional automated controls, including those suggested by the Board.
