In implementation of that resolution, the Secretary General appointed Mr. Dante Caputo as his Special Envoy for Haiti.

This strange and awesome sight was like walking into ancient Egypt or Dante's Inferno.

What did you learn today from The Divine Comedy?

343. On 11 December 1992, I appointed Dante Caputo as my Special Envoy for Haiti.

We pay a tribute to the Special Envoy of the United Nations and the OAS, Mr. Dante Caputo, who has manifested all the qualities needed for that purpose.

I take this opportunity to thank Mr. Dante Caputo, the former Special Envoy of the Secretary General and a former President of the General Assembly, for his tireless efforts.

We also commend the Special Envoy of the Secretaries General of the United Nations and the Organization of American States, Mr. Dante Caputo, for his untiring commitment to this issue.

The Mission would be led in the field by my Special Representative, Mr. Dante Caputo, who has been my Special Envoy, and would be composed of police and military contingents.

In fact, Dante says you can't understand the three deeper levels unless you first understand the literal level, so that's why we're talking literally about bread.

We heartily commend the renewed efforts of Mr. Dante Caputo, which, if successful, will bring us much closer to a resolution of the political crisis in Haiti.

The current situation, with the army in charge, cannot be changed from the inside.

The European Union, Austria and Sweden pay tribute to the efforts undertaken by the Secretary General and his Special Representatives, Mr. Dante Caputo and Mr. Lakhdar Brahimi, to solve the political crisis in Haiti.

They congratulate both the United Nations and the Organization of African States on the success represented by this agreement, and also Mr. Dante Caputo, the Special Representative of the Secretaries General of these two organizations.

On 15 October 1993, the Special Representative of the Secretary General and OAS Special Envoy, Mr. Dante Caputo, recommended the suspension of operations and evacuation of non essential personnel.

The story began a couple of years ago, when former Argentine Foreign Minister Dante Caputo and the United Nations Development Program were charged with drafting the Latin American Democracy Report.

11. The Friends thank the Secretary General of the United Nations, the Secretary General of the Organization of American States and their special envoy, Mr. Dante Caputo, for their untiring efforts and reaffirm their full support to them.

It gives full support to the efforts of the Special Representative of the Secretary General, Mr. Dante Caputo, to put an end to the crisis and to ensure the return, without delay, of democracy and the rule of law in Haiti.

In conformity with my letter of 8 January 1993, I am requesting a renewal of the mandate of the International Civilian Mission according to the terms of reference and modalities which were negotiated with your Special Envoy, Mr. Dante Caputo.

At the same time (November 1, 1301), Charles of Valois entered Florence with the Black Guelphs, who in the next six days destroyed much of the city and killed many of their enemies.

As a result of this relationship, Mr. Dante Caputo was appointed both by the Secretary General of OAS and by me as the Special Envoy for Haiti on 11 December 1992 and 13 January 1993, respectively.

The wise actions and obvious good will of the Special Envoy of the United Nations and the Organization of American States (OAS), Mr. Dante Caputo, have not elicited from those who hold power in Port au Prince the reply that the international community eagerly awaits.

These recommendations, which are set forth below, are based on advice from Mr. Dante Caputo, the Special Envoy of the Secretary General of the United Nations and the Secretary General of the Organization of American States (OAS), who has discussed them with the Constitutional Government.

The reactions were not slow in coming, one being the immediate resignation of Mr. Dante Caputo, Special Envoy of the Secretaries General of the United Nations and OAS and former Argentine Minister for Foreign Affairs.

Particular thanks go to the Secretary General of the United Nations, the Secretary General of the Organization of American States (OAS), President Bill Clinton, Special Envoy Dante Caputo, Special Adviser Lawrence Pezullo, and the four friendly countries of Canada, France, Venezuela and the United States of America.

My delegation takes this opportunity to commend the Special Envoy for Haiti, Mr. Dante Caputo, as well as the able staff of the international Civilian Mission in Haiti for their invaluable contribution towards resolving the crisis.

My Special Representative, Mr. Dante Caputo, reported to me on 18 February and today that the situation in Haiti has seriously deteriorated in the last few months since obstacles arose to the implementation of the Governors Island Agreement.

Along with Canada, France and the United States, Venezuela has sought to work towards a political solution of the crisis, a solution negotiated and promoted by the Special Envoy of the Secretary General of the United Nations and the Secretary General of the Organization of American States (OAS), Mr. Dante Caputo.

Argentina welcomes the agreement reached under the auspices of the United Nations and the OAS for the restoration of democracy in that nation, through the successful mediation of Mr. Dante Caputo, whose performance is a source of legitimate pride for my country.

In this regard, Argentina urgently calls upon the parties concerned to do everything to facilitate the work of the Special Envoy of the Secretary General of the United Nations and the Secretary General of the Organization of American States, Mr. Dante Caputo.

The Special Envoy appointed by myself and the Secretary General of the Organization of American States, Mr. Dante Caputo, has also submitted this addendum (see annex) to the Secretary General of the Organization of American States, who is making it available to the member States of that organization.

Unfortunately, the process was interrupted by the military authorities in Port au Prince, who, through acts of violence and intimidation, continue to obstruct the efforts of the Special Envoy of the Secretary General of the United Nations and the Secretary General of OAS, Mr. Dante Caputo.

Commending the efforts undertaken by the Special Envoy for Haiti of the United Nations and Organization of American States Secretaries General, Mr. Dante Caputo, to establish a political dialogue with the Haitian parties with a view to resolving the crisis in Haiti,

Accordingly, an advance team, headed by my Special Envoy, Mr. Dante Caputo, and also including my Military Adviser, Major General Maurice Baril, as well as a number of military, police and civilian specialists, travelled to Haiti on 8 September 1993.

Further to the letter dated 23 March 1994 addressed to you by President Jean Bertrand Aristide, I have the honour to enclose herewith the text of the terms of reference and procedures which were negotiated with your Special Envoy, Mr. Dante Caputo, for the deployment of the International Civilian Mission in Haiti.

At every step the de facto authorities obstructed the implementation of the Agreement in a cynical and brutal attempt to hang onto power this despite the dedicated efforts of Mr. Dante Caputo, the Special Envoy of the Secretaries General of the United Nations and the Organization of American States (OAS), to whom today we renew our full support.

Similarly, our country has followed with great attention the course of events in Haiti, where we have welcomed the agreement reached between President Jean Bertrand Aristide and the head of the country apos s armed forces, through the mediation of Mr. Dante Caputo, the Special Envoy of the Secretaries General of the United Nations and the Organization of American States (OAS).

I wish to take this opportunity to express thanks for the work done by Mr. Dante Caputo, the former Foreign Minister of my country, who, after completing important and intelligent work during his term as Representative of the Secretary General for the question of Haiti, decided just a few days ago to resign that position.
