Decentralization of water management and devolution of decision making power to local authorities and community based institutions such as water committees, supported by capacity building programmes, has proven successful in many countries in addressing local problems and reducing the costs of water services.

UNICEF has a long history of supporting community management in rural WASH service delivery.

(i) Support to water supply and sanitation services

Actors at this level, who are typically led by local government, are the main duty bearers in WASH service delivery.

Through its Water Futures Partnership, the company has identified which of its facilities are located in areas facing water security risks and has created partnerships in the local watersheds to address these risks.

A number of countries in sub Saharan Africa received advisory services related to strengthening capacity of domestic resources.

Where charges for sanitation services are included in water charges, services for poor households, including sewer connections, could be cross subsidized from progressive water charges.

Waste management services are then treated just like other utilities such as electricity or water that are charged by unit of consumption.
