(t) Report of the Office of Internal Oversight Services on the global audit of field security management (A 59 702)

This recommendation is related to the recommendation of paragraph 195 of the 2004 External Audit Report.

The Director of the Internal Audit Division of the Office for Internal Oversight Services introduced the report of that Office (A 60 291).

As at the previous session, the discussions of the review will be summarized by the secretariat in the final report of the Commission.

Uganda has informed the Group that the final investigation report will be provided upon its completion.

The State party points out that the European Court of Human Rights has affirmed that States parties retain the right to determine the means for the exercise of the right to review, and may restrict such review to questions of law.

Failure to do so will obstruct the beginning of the process to determine the final status of the province.

If the Party concerned notifies the expert review team, within that period of time, that it does not intend to provide comments, then the draft expedited review report becomes the final expedited review report upon receipt of such notification.

After the issuance of the final audit report, the manager concerned is requested to complete a Client Satisfaction Survey.

Given that the project s methodological flaws can be addressed with targeted review and reform, doing away with Doing Business altogether would be extreme and unnecessary.
