Let us proceed to discharge our duties and to accomplish the mission which we undertook a year ago.

When we undertook to reform the Organization, we knew that there was a difficult and long road ahead.

As in the past, we have pledged our contribution to the Technical Cooperation Fund for 2006.

We reiterate our pledge of full cooperation with you, Mr. President, as you continue to lead us in this process.

We have pledged to contribute to a shared vision of global solidarity and collective security with a strong United Nations at its core.

Of course, all of us need to live up to and meet the commitments that we have taken on.

At the recent G 8 summit in L Aquila, Italy, we made a firm commitment to act with the scale and urgency needed to achieve global food security, and we collectively pledged 20 billion over three years.

We reaffirm the commitments we have undertaken in the context of the World Programme of Action for Youth and its five priorities.

We have made a commitment that we will never let people come out of slavery on our watch, and end up as second class citizens.

To date, we have pledged 4.5 billion more than half of all the money pledged to the Fund.

29. We invite the Commission on Crime Prevention and Criminal Justice to design specific measures for the implementation of and follow up to the commitments that we have undertaken in the present Declaration.

So far, we have transferred 15 million of that amount to the Fund. This year, we completed payment of the 8 million that we pledged to the Global Polio Eradication Initiative that in 2003 2004.

We also pledged to take targeted actions aimed at protecting the more vulnerable sectors of our societies, providing for the special needs of Africa and strengthening institutional arrangements in support of those actions.

We must push forward and agree on the modalities of the Peacebuilding Commission quickly so that it can be ready to work by 31 December 2005, as we pledged at the summit.

In that vein, it must be clear, therefore, that CANZ does not regard our budget undertaking as entailing any automatic commitment or agreement to expenditure proposals for the remainder of 2006.

However, despite the standing commitments we have undertaken in the World Programme of Action for Youth to the Year 2000 and Beyond, the girl child of today still faces a plethora of problems and hardships.

Accordingly, in addition to 5 million in emergency relief, we have pledged another 45 million over the next three years for rehabilitation and reconstruction assistance.

The United States takes seriously our commitment to fully implement human rights obligations we have undertaken, and we believe that that more limited and accurate language should be used when addressing this topic in future resolutions of this nature.

In that regard, we reaffirm the commitments we entered into in the outcome document of the 2005 world summit (General Assembly resolution 60 1), in which we reaffirmed our responsibility to fully and effectively implement resolution 1325 (2000).

We can carry out this mandate by implementing all the commitments we have made since the year 2000, or we can ignore them and condemn many millions more to live in misery or die in pain.

We share the Secretary General's hope that the summit will result in concrete decisions aimed at fulfilling the commitments that we have undertaken over the years, which are crucial if we are to face the challenges awaiting the international community.

We gather here to assess our effort to provide the financing necessary for the development of the developing countries in the context of our joint commitments made at the Millennium Summit and the several development oriented conferences and summits since the 1990s.

In conclusion, let me express our hope that the forthcoming United Nations summit will be able to transform the momentum achieved so far on the global development agenda into new bold and creative decisions, taking us closer to the achievement of the lofty Millennium Goals to which we have all subscribed.

If we can fulfil just our commitment to protect and preserve the global environment, achieve sustainable development and reduce and eliminate poverty a commitment we have all undertaken at various summits and conferences over the past decade that would, in our view, make a world of difference.

We consider this meeting a valuable opportunity to take stock of the progress made in the implementation of the Development Goals which we pledged in the Millennium Declaration, which represents a road map for international efforts to achieve prosperity and dignity for our peoples according to the principles of equality, justice and fairness.
