States Parties must ensure that assessed contributions are paid in full and on time.

As was reported in working paper A AC.109 2004 10, paragraph 57, in December 2003 the Government replaced the non contributory pension system for public servants with a contributory scheme.

Timely and full payment of assessed contributions and early settlement of dues would go a long way towards enabling the Organization to achieve its goals more effectively.

Parents can then make contributions to their child s trust fund which can grow tax free, and can choose how to allocate the Fund among investments.

In response to the representative of Cuba, since 1998, the Committee on Contributions had been dealing with the question of measures to encourage the payment of arrears on the basis of the instructions received from the Fifth Committee.

Her delegation therefore hoped that in 2006, within a time frame requested by the Committee on Contributions, the newly elected Government would be in a position to commit itself to a multi year payment plan.

(c) Urged Member States to pay their outstanding assessed contributions as soon as possible to minimize the need to withdraw sums from the Working Capital Fund to meet shortfalls in the payment of assessed contributions.

The General Assembly may wish to take note of the present report and encourage Member States with significant arrears of contributions to consider submitting a multi year payment plan.

Some members of the Committee concluded that the experience of those organizations suggested that disincentive measures or sanctions were more effective than incentives or rewards in encouraging the payment of assessed contributions.

Reimbursements of expenditures

Although the Executive Secretary has made every effort to collect these outstanding contributions, there are indications that some of these amounts may remain unpaid for a long time.

Many of the measures proposed by the Committee on Conferences to encourage the payment of arrears had already been considered by the General Assembly in the context of the High level Open ended Working Group on the Financial Situation of the United Nations.

A Member of the United Nations which is in arrears in the payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.

Concludes that the failure of the Niger to pay the full minimum amount necessary to avoid the application of Article 19 of the Charter was due to conditions beyond its control, and invites the Niger to submit appropriate information to the Committee on Contributions if similar circumstances prevail in the future

They're most often sold to people, and people then wind up in debt and have to pay back the debt, and sometimes have to sell their property in order to pay back the debt.

That phenomenon was even more pronounced in the case of the assessments for the budgets of peacekeeping operations, which had increased by 83 per cent for assessments and 138 per cent for unpaid contributions.
