Proposal for inclusion of severely hazardous pesticide formulations

To date, 24 pesticides, 6 severely hazardous pesticide formulations and 11 industrial chemicals are listed in Annex III of the Convention and are therefore subject to the prior informed consent procedure.

Part 2 of Annex IV does not require information on international trade in the severely hazardous pesticide formulation in question.

The secretariat will continue its efforts to integrate the severely hazardous pesticide formulation incident report forms with the work of the WHO pesticide data management system, possibly through cooperation with WHO regional offices.

Within the reporting period, 1 May 2004 30 April 2005, no proposals for severely hazardous pesticide formulations were submitted.

7.3 Pesticide management issues

In accordance with the definition of the scope of the Convention, set out in paragraph 1 of Article 3, the Convention applies to banned or severely restricted chemicals, and severely hazardous pesticide formulations.

The project trains pesticide users and medical personnel, agricultural technicians and others on safe pesticide use.

It was noted with concern, however, that no proposals for the inclusion of severely hazardous pesticide formulations had been submitted during the reporting period. One representative encouraged the secretariat to facilitate the use of that provision by designated national authorities.

The definitions of the terms banned or severely restricted chemicals and severely hazardous pesticide formulations , set out in Article 2, respectively, do not refer to international trade as a precondition for determining that those chemicals are covered by the Convention.

The proposal must contain the information required by part 1 of Annex IV, which does not require information on international trade in the severely hazardous pesticide formulation.

In this regard, note is taken of regional and sub regional initiatives to harmonize pesticide registration schemes.

Italy's offer is limited to hosting the part of the Secretariat that will deal with pesticide issues.

Greenhouse gases are released from certain fertilizers and pesticide inputs, and from the clearing and converting of non agricultural lands.

All registered pesticides are reviewed every 15 years to ensure they meet the proper standards.

For example, a road accident involving the spilling of pesticides from a vehicle may just be reported as a normal vehicular accident.

C. Processing proposals for the listing of severely hazardous pesticide formulations and forwarding them to the Chemical Review Committee (article 6)

Appropriate management of fertilizer and pesticide use can increase farm yields.

Information available to WHO indicates that countries face significant problems in the monitoring and management of pesticide resistance.

During the reporting period, no proposals for the listing of severely hazardous pesticide formulations were received by the secretariat.

Pesticides can be created that are targeted to a specific pest's lifecycle, which can be environmentally more friendly.

The EPA looks at what the potential human health and environmental effects might be associated with the use of the pesticide.

This reversal has already happened in South Africa, where an unanticipated return of a vector, that has acquired resistance to the alternative insecticide, resulted in outbreaks of malaria, forcing a reintroduction of DDT.

This is essential to ensure the continued utility of the few remaining pubic heath pesticides (Section 3.3).

Pesticides are used in grocery stores and food storage facilities to manage rodents and insects that infest food such as grain.

The general public also benefits from the use of pesticides for the control of insect borne diseases and illnesses, such as malaria.

The intensification of rice production with inefficient application of pesticides has caused significant damage to agro biodiversity and resulted in environmental pollution.

In the U.S., farmers have had success controlling insects by spraying with hot water at a cost that is about the same as pesticide spraying.

The Conference would consider new partnerships at the meeting, including with the Pesticide Action Network and the United Nations Institute for Training and Research (UNITAR).

Severely hazardous pesticide formulations that present a hazard under conditions of use in developing countries or countries with economies in transition may also be nominated for inclusion in the procedure.

Since January 2005, the European Union has been funding a three year project with the Pesticide Action Network (PAN) to strengthen community health monitoring capabilities relevant to pesticide poisonings in six African countries.

They deal with items (e.g. pesticides) that could potentially involve, or be diverted to, biological weapons.

Unfortunately, this group of insecticides are also heavily relied on in agriculture, animal husbandry, space spraying, and for household pest control.

In that respect, he also referred to the Code of Conduct on the Distribution and Use of Pesticides, which he described as the globally accepted standard for pesticide management, and the Africa Stockpiles Programme.

The secretariat continues to make information on this process available to developing countries that may wish to use it as a way of indicating the difficulties they face in the safe management of hazardous pesticide formulations.

When the requirements of paragraphs 2 and 3 above have been fulfilled with regard to a particular severely hazardous pesticide formulation, the Secretariat forwards the proposal and the related information to the Chemical Review Committee.

In short, with regard to severely hazardous pesticide formulations, the existence of ongoing international trade does not constitute a prerequisite for them to be considered for listing in Annex III.

In areas with cross resistance between DDT and pyrethroids, it has been demonstrated that pyrethroid treated nets remain effective in preventing malaria.
