Mr. President, over 50 per cent of the working population of the islands of Grenada, Saint Vincent and the Grenadines, Saint Lucia and Dominica work in banana associated enterprises.

The Government of Saint Lucia rejects the assertions made in the Declaration on Bananas, which was issued by the Ministers for Foreign Affairs of Costa Rica, El Salvador, Guatemala, Honduras, Panama, Nicaragua, Colombia and Ecuador on 2 April 1993 and appears in the annex to the note verbale.

To this end, they agreed that a high level CARICOM delegation should visit Europe to hold discussions on the outstanding concerns of the CARICOM countries, including the mid term review of the Lomé Convention and the Protocol on Bananas.

Some countries of the African, Caribbean and Pacific Group (ACP) stated that the European Communities had entered into contractual obligations with the ACP countries in respect of bananas under the Lomé Convention, and that they expected that those obligations would be honoured and respected.

More particularly, I call on our Latin American neighbours to honour the spirit of the Declaration of Managua and to take into account the severely adverse impact on the economies of OECS States that their policies on bananas, not critical to their own economies, are likely to have on ours.

With over 50 per cent of the working population of Saint Lucia engaged in banana associated enterprises, and with more than 50 per cent of export earnings derived from banana exports, destruction of 60 per cent of the banana crop cannot but create serious economic and social consequences for us.
