The Constitution of BiH and entity constitutions guarantee to all the citizens the right to establishment of membership to political parties, participation in public works, Equality in access to public services, the right to elect and be elected.

I should like to draw the attention of the Assembly to the documents relating to the election.

Information and materials about voting should be available in minority languages.

In particular, we would like to congratulate the Afghan women who have been elected.

One additional elected seat would indeed be a very modest allocation, since in that case we would end up with one permanent and two elected seats, which, according to basic arithmetic, adds up to much less than one fifth of the number of countries represented in an expanded Council.

The Constitution, adopted in January 2004, established an elected presidency and a bicameral National Assembly.

The OIC could also obtain one or more additional, elected seats from the non Arab subregions of Africa and Asia.

Furthermore, the list of candidates will appear on the ballot papers distributed during the elections. The object of the present memorandum is to set out the current composition of the International Court of Justice and to describe the procedure in the General Assembly and the Security Council with regard to the election.

The only way to avoid it is to be more committed to the process of electing a government freely and fairly than to the leader or party that is elected, even when the victor is frankly inimical to your interests.

Such proposals with improvements or variations and on the basis of an expanded number of elected seats could include longer periods, renewable mandates and legitimate rotation criteria.

Document A 60 186 contains a memorandum by the Secretary General on the present composition of the Court and the procedure to be followed in the General Assembly and in the Security Council with regard to the election.

(Hence, before the elections, the candidates near the top may be described as in an electable position, depending on the number of seats that the party is likely to obtain.

The right of the debtor Member to participate in decisions of the Council of Members and to hold elective office in the Council of Members and its committees and subcommittees shall be suspended automatically until the contribution is paid in full.

Members of the House of Representatives, who are elected to a maximum of four years, sit for a shorter term than members of the House of Councillors, who are elected to full six year terms.

Parties are invited to recall decision 36 CP.7 and to give active consideration to the nomination of women for elective posts in any body established under the Convention or the Kyoto Protocol.

(e) To promote the goal of gender balance in all public positions and to take all appropriate measures to encourage political parties to ensure that women have a fair and equal opportunity to compete for all elective and non elective public positions

Other obstacles that affect women's desire to entering politics include unemployment, poverty, lack of financial resources to campaign and low levels of education. These have prevented women from developing the confidence to run for elected offices.

Advancement mechanisms need to be applied in political parties to ensure an increase in the number of women candidates for eligible positions but also to create changes to political cultures that make it difficult for women to participate in politics, such as meeting at late hours and lack of funding.
