Fifty per cent of the advertised senior level posts (D 1 and above), were filled by women, resulting in an increase in female representation in senior level positions from 5 to 21 per cent (figure 3)

Certainly, women are underrepresented in the public sector and of those already working, few are the women holding senior positions.

Although women comprise 38 percent of the civil service, they account for only 16 percent of civil servants at senior level positions.

The CBC's decisions to place him on these posts were contrary to the Supreme Court decision of 3 May 1985, and the author believes that he was discriminated against on the basis of his opinions.

In Lavoie v. Canada, the Supreme Court of Canada was unanimous in its finding that the Public Service Employment Act was discriminatory as it provided Canadian citizens with preferential treatment in federal Public Service employment and therefore, violated the appellants' right of equality under section 15 of the Canadian Charter of Rights and Freedoms.

Kuwait was particularly pleased to be represented at the senior level by one of its nationals, and hoped that such posts would not become the preserve of a handful of States.
