The International Charter Space and Major Disasters sought to provide a unified system of space data acquisition and delivery.

With regard to the core instruments, there are 28 States which have not signed or ratified either of the two Covenants that, together with the Universal Declaration of Human Rights, make up the International Bill of Human Rights.

Initially, the Charter could be accessed through the civil protection authorities of countries that were members of the Charter.

Another goal defined by the Charter was to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained .

And if powerful bodies, such as the Security Council, are unable to act, the international community should consider utilizing the Charter authority of the General Assembly to do so.

This discrimination violated section 15 of the Charter and could not be justified under section 1 of the Charter.

The Charter itself supports that view in Article 108, which provides for a two thirds majority vote for changes to the Charter.

78. We reiterate the importance of promoting and strengthening the multilateral process and of addressing international challenges and problems by strictly abiding by the Charter and the principles of international law, and further stress our commitment to multilateralism.

In an earlier step toward recognition by the world community, the PLO had to revamp the Palestinian Covenant, which called for the destruction of Israel.

Finally, this issue should be addressed by strengthening the framework of international law, international humanitarian law and the Charter, with a view to finding a balance in achieving the protection of civilians in armed conflicts.
