Response of France to the request for additional information issued by the Security Council Committee established pursuant to resolution 1540 (2004)

The present note contains that additional information in order to provide a fuller understanding of the views of the Secretariat.

The Committee or the Working Group shall indicate a deadline for the submission of such additional information or clarification.

The additional information provided by the representatives facilitated the debate and the work of the Committee in taking its decisions.

The Committee or the Working Group may adopt a questionnaire for requesting such additional information or clarifications.

The Committee shall decide, on its initiative and on the basis of its rules of procedure, the form and manner in which such additional information may be obtained.

While the structure of the chapter would remain the same, the summary would need to be rewritten to incorporate additional information.

The Committee expects the quality of information on the consolidated list to improve the additional efforts referred to above.

The publication of some additional information is encouraged, for example, in the EU public procurement directive (the EU directive ).

We encourage all Member States to include transfers of small arms and light weapons as part of the additional background information in their reports.

We have no objection to the additional information included in the matrix, which was not included in the first national report of Singapore.

They have also reviewed the 2004 nomination of the Russian Federation on the basis of further information provided by that Party. Their recommendations are as follows

(d) Invites States parties to provide to the secretariat the additional information requested in subparagraph (a) above in order to facilitate the development of the directory

Furthermore, the additional resources will, among other things, be used to obtain a coherent and up to date IT platform and a technical upgrading in connection with the handling of surveillance and investigational tasks, e.g. within the IT and telecommunication areas.

The higher requirements were mainly attributable to travel of Mission staff to Brindisi, Italy, for security and public information training, as well as travel of Headquarters staff to the Mission for pre deployment training, which had not been included in the commitment authority.

The additional information also provides some details on the role of UNOTIL in the coordination of these activities and the handover of responsibilities to other United Nations entities.

The information provided would enable Parties to see all the additional activities and resources required by the secretariat in order to fully implement the work programme for the biennium.

This additional information is to be reviewed in accordance with the relevant provisions of decision 23 CP.7, its appendices and the attached draft decision CMP.1.

The new information is included in the document herewith enclosed (see annex), prepared by the competent Italian authorities in response to the questions contained in the matrix of 21 June 2004.
