The budget was an instrument that could help the United Nations reform its operations and rationalize the structure of its expenditure, in order to strengthen its operating capacities and the effectiveness of its execution mechanisms.

The existing methodology did not preclude the possibility of conservation of non recurring expenses or adjustments for inflation and currency fluctuations which might distort the comparator base of the expenditures in question.
