It is elected for each province simultaneously once every four years and has the responsibility for matters of sub national or regional importance.

It explains the issues to be addressed by the questionnaire approved by the Commission and invites the Sub Commission to request the Commission to appoint a Rapporteur.

The authors consider that it would be highly desirable to create a working group of the Sub Commission to consider these issues.
