Uprisings and demands by African leaders led the UN to assume direct responsibility over the territory.

In our view, the two central messages of the report are a reflection of the mutual responsibility and accountability underpinning NEPAD.

In adopting the New Partnership for Africa's Development (NEPAD), African leaders had recognized that Africans themselves had to play a substantive role in the development of their continent.

Through NEPAD, African leaders have created a comprehensive and holistic approach to development.

African heads of State have long understood that achieving peace and stability on the African continent is a prerequisite for development.

While the international community has proved willing to lend its assistance, the primary responsibility for promoting peace in the region rests with West African leaders and communities themselves.

In June 2005, Libya joined the Common Market for Eastern and Southern Africa (COMESA), and in August 2008 Gaddafi was proclaimed King of Kings by an assembled committee of traditional African leaders.

Under the Lomé Declaration,2 the AU opposes any unconstitutional change of government that takes place in a member State of the AU.3 The resolve of African leaders has been tested in relation to a number of Governments, most recently in Togo, where the AU resisted an unconstitutional takeover and supported the holding of elections.

Efforts have been made to arrange an expert ministerial meeting to discuss the draft convention on mutual legal assistance for subsequent consideration by the Council of Ministers and the Summit of African Leaders of the African Union.

Despite the renewed commitment under NEPAD by African leaders to conflict prevention and democratic governance, the international community has as yet failed to provide sufficient resources to achieve these objectives.

Cuba firmly believes in the ability of African leaders to find solutions for the conflict situations that have a devastating effect on the economic and social advancement of the region and create an additional obstacle to achieving the Millennium Development Goals.

Although NEPAD is not the first statement of a collective response by African leaders to the development challenges of the region, the chances of successful implementation of NEPAD are better and the case for concerted international support stronger for a number of reasons.

Through NEPAD, African leaders have not only taken ownership and leadership of the continent's socio economic renewal agenda but they have also transformed the content of the development agenda and are making progress in changing the international context as well.

So Africa s development must be made in Africa, by Africans, for Africans.

(a) To strengthen cooperation with the New Partnership for Africa's Development by providing coherent support for the programmes drawn up by African leaders within that framework, including by mobilizing internal and external financial resources and facilitating approval of such programmes by the multilateral financial institutions

But it shows you Africans, and particularly African women, who against all odds have developed businesses, some of them world class.

In that context, Africa has initiated, through the follow up mechanism established by its leaders in Sirte, a series of meetings and consultations with all regional and political groupings, as well as other stakeholders, with the objective of expanding the basis for an inclusive agreement that would meet all of our interests, without exception.

Fourthly, the debt cancellation movement which began after exhaustive advocacy on the part of African leaders and their partners at the Group of Eight summit and which was recently confirmed at the annual board meetings of the World Bank and the International Monetary Fund can only be applauded, and we hope it will be speedily implemented.
