(a) Providing a mechanism for supporting and involving regional processes

The Division of Regional Operations subsumes the four regional desks of the former UNSECOORD.

For many years, a number of UNCTAD operations have aimed at backstopping subregional economic processes among developing countries.

Yet we are still making a clear distinction between United Nations led operations and operations conducted by regional organizations.

Nearly 150 countries, representing 85 per cent of the world's forests, are participating in the nine regional processes.

Ongoing NIP processes and GEF support regional projects provide some opportunities in this regard.

DFAM staff increasingly participated in regional and global workshops of operations staff and in country visits.

Ongoing regional processes have made great strides in developing criteria and indicators that contribute to defining and assessing sustainable forest management.

The US and other extra regional powers should take advantage of this fact, invoking their latent collective custody of the Spratly and the Paracel Islands in accordance with the San Francisco Treaty, and internationalize separate bilateral diplomatic processes between China and regional claimants.

A Division of Regional Operations with an enhanced threat and risk assessment capacity and a round the clock communications centre will strengthen the ability of the United Nations to ensure its own security.

Regional processes, such as the Amazon Cooperation Treaty, provide a valuable mechanism for exchanging information, experiences and lessons learned regarding the proposals for action and for improving implementation.

It will seek to improve the efficiency of operations and reinforce synergy among regional institutions by focusing on several initiatives, including training of trainers and the establishment of expertise sharing networks.

OIOS noted that while the subregional offices are supposed to be at the forefront of ECA subregional operations, few of the outputs delivered by ECA headquarters were coordinated with them and implemented with their participation.

UNHCR contributed to a series of GCIM organized thematic meetings on topics ranging from migration and gender to the role of regional consultative processes.

Like many processes that lead to death and destruction on a large scale, humanitarian disasters often undermine States as the basic unit of the international system and have a wide range of regional repercussions.

If regional organizations are not encouraged to make contributions to United Nations mandated peacekeeping operations, then the United Nations will have to undertake such operations using its own assets.

First, how would it be possible to generate new integrationist processes where appropriate and make existing ones more meaningful or intense as a result of the emulation potential that is inherent in global regional interaction.

Throughout this process, the Regional Bureaux have been working closely with the Heads in preparing the work plans to ensure that certain substantive aspects and achievements of the UDs can be taken into account by the time the initiative is evaluated.

Drawing upon the work of regional processes on criteria and indicators for sustainable forest management, the Forum acknowledged, at its fourth session,5 that seven thematic elements offer a reference framework for sustainable forest management.

The report of the Secretary General on preparations for the Congress (A 59 123 E 2004 90) included references to proposals made by regional preparatory processes for the inclusion of gender perspectives in the work programme of the Congress.
