The Protocol provides for the simplification of procedures and requirements for the transit transport of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods in ASEAN countries, using the Recommendations on the Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods Model Regulations and the European Agreement concerning the International Carriage of class='bold'>Goods by Road.

Regulation 11 November 2002 no. 1264 concerning road and rail transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods.

In paragraph 2 and 3 it is regulated that the shipper must mark and label the class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods and that it has an obligation to inform the carrier of the class='bold'>class='bold'>class='bold'>dangerous nature or character of the class='bold'>goods.

The security of such materials by road and rail in Great Britain, along with other class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods, is regulated by the DfT through security regulations included in the Carriage of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods and Use of Transportable Pressure Equipment Regulations 2004 as amended.

The HNS Convention to compensation for damages occurring from spill of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods is based on the same legal framework.

The provisions of the thirteenth revised edition of the Recommendations on the Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods Model Regulations12 have been incorporated in the following international instruments

The Economic and Social Commission for Asia and the Pacific published, in 1997, Guidelines for the Establishment of National and Regional Systems for Inland Transportation of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods,16 recommending the implementation of the recommendations on the transport of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods.

The Committee took note of the reports of the Sub Committee of Experts on the Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods on its twenty third, twenty fourth and twenty fifth sessions.

Movement and transportation of class='bold'>hazardous class='bold'>cargo is categorised into groups according to hazard levels, and certain areas for loading unloading and storage are assigned for each category.

January 2005, both these regulations have transposed the security provisions of Chapter 1.4 of the United Nations Recommendations on the Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods. The provisions are implemented in the Regulation 11 November 2002 no 1264 concerning road and rail transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods.

With respect to domestic inland transport of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods in individual countries, except as described above, implementation of the recommendations on the transport of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods may vary considerably depending on the national procedures for enacting law or updating regulations.

Development of health and safety rules and installation of the necessary equipment (extinguishers, signalling of evacuation routes, smoke detectors, and masks for staff who may come into contact with class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods)

In these security provisions, general provisions are set out to minimize theft or misuse of class='bold'>class='bold'>class='bold'>dangerous class='bold'>goods.

(c) International Air Transport Association (IATA) 2005 (forty sixth) edition of the class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods Regulations (applicable as from 1 January 2005)

Similar requirements apply for aviation and maritime, which are included in the International Civil Aviation Organisation's Technical Instructions for the Safe Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods by Air and the International Maritime class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods Code respectively.

In the member States of the European Union, the provisions of ADR 2005 and RID 2005 will also apply to domestic traffic as from 1 July 2005.

In relation to import and export controls of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods (DG), Brunei Darussalam has fully implemented the International Maritime Organisation (IMO) International Maritime class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods (IMDG) Code.

The Committee of Experts on the Transport of class='bold'>class='bold'>class='bold'>Dangerous class='bold'>Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals recommends to the Economic and Social Council the adoption of the following draft resolution
