It was suggested that OHCHR could better coordinate requests for country visits.

Mr. Frans replied to such a comment by explaining that country visits will only inform the annual session, which will remain thematic in nature.

According to the Special Rapporteur, the terms of reference are fundamental, common sense considerations that are essential to ensure an objective, impartial and independent assessment of torture and ill treatment during country visits.

Ad hoc review experts shall be selected from those nominated by Parties or, exceptionally and only when the required expertise for the task is not available among them, from the relevant intergovernmental organizations belonging to the UNFCCC roster of experts for specific annual or periodic reviews by the secretariat.

It was pointed out that the country visits took place at the request of the relevant special procedure, at the invitation of the State concerned or on the basis of a standing invitation.

A number of indigenous representatives mentioned the importance of putting the Special Rapporteur's recommendations into practice after his country visits and called for increased efforts to follow up those visits.

Follow up initiatives by OHCHR were welcomed, including steps to involve UNCTs in follow up to country visits of special procedures.

The negotiation of individual agreements with States will take time and, in the interim, the work of the Kyoto Protocol must continue, including in country visits of expert review teams.

The aim of country visits and regional consultations has always been to open the channels of communication with Governments regarding the implementation of the Standard Rules, and to encourage dialogue between disabled persons' organizations and their Governments.

Country visits for 2005 included Northern and Western Africa (Morocco, Tunisia, Guinea), Northern Europe (Sweden and Finland) and Southern and Eastern Africa (United Republic of Tanzania and South Africa).

Cooperation is enhanced by better understanding, and country visits by the CTC would contribute to greater understanding by Member States of what the Council is trying to achieve in the counter terrorism field.

Mr. Sidotti stressed the need for victims and human rights advocates to have unhindered access to the mandate holders during country visits free from any harassment, intimidation or reprisal.

Country visits are an excellent means of facilitating the in situ analysis and understanding of the situation of indigenous people in their different circumstances and are also an important tool for raising awareness of these issues in the international community.

One observer commented on the fact that future annual sessions of the Working Group would be focused on the result of country visits and pointed out the necessity of keeping the thematic, research and analytical agenda of the Working Group.

Japan regards such visits as useful in building the capacity of the States visited.

Based on his recent experiences in carrying out country visits, the Special Rapporteur considers it important to draw the attention of the Commission to his methods of work in this regard.

Regarding country visits, the Special Rapporteur recalls that in the first half of 2005, he undertook visits to Georgia, including the territories of Abkhazia and South Ossetia, in February and to Mongolia in June.

The visits have taken place over a period of time that amounts to over three years.

Indeed, good practices collected during country visits will inform the discussion during the annual sessions and instigate a deeper debate on how these practices could be adopted and adapted in policies of other countries.
