Article 11

for the drunkard and the glutton shall become poor and drowsiness clothes them in rags.

It is similar to linen in absorbency, density and microscopic appearance.

A further condition for responsibility is that both States are bound by the obligation breached.

This violation is separate from and additional to the violation of article 6 established by the Committee on the basis of the mandatory nature of the death sentence.
