The international community, in particular the Liberian Forest Initiative, provides technical assistance and training and builds FDA capacity.

The civilian police trained 164 enforcement officers for FDA and some have been deployed, but they do not have the capacity to enforce forestry regulations, despite their willingness to enter into duty (see S 2004 955, annex VII).

That programme should increase productivity in the mountain range forest area, supply water to farmers in the region and promote forestry locally with grass roots involvement.

The transition process must be managed carefully to maintain a favourable investment climate and to safeguard the values of forest goods and services.

The use of the participative approach in experiments for managing forest areas offers many challenges.

There have often been imbalances in current international arrangements with respect to consideration of the forest products trade.

International Union of Forestry Research Organizations (IUFRO). The Forum secretariat has been actively involved with IUFRO in exploring how the provision of scientific knowledge and advice can be further enhanced in the future at the international level in order to facilitate informed decision making and contribute to policy implementation.

The Bureau also decided to enrich the high level segment with round table discussions at which to address some of the most pressing forest policy issues needing increased international attention as well as new and emerging forests related issues, where concrete action may be called for by the Forum.
