The manual is a practical tool for promoting agroforestry farming systems and the domestication, processing and marketing of agroforestry products of socio economic interest, particularly at the local level.

The workshop considered a regional study on agroforestry practices, and a draft manual on agroforestry in drylands and related techniques that had been prepared by a team of experts.

Fuelwood conservation and substitution is of high priority in the African forest sector.

Since 2001, forestry has become one of the Central African Republic's main growth areas, accounting for 4.2 per cent of gross domestic product (GDP) in 2002, as against 3.2 per cent in 1997.

The primary sector owes its dynamism to the sub sectors of cash crops, stock raising and forestry.

Parties in this region proposed 50 per cent of all forest sector projects.

These changes in management methods have resulted in changes to ancient woodland habitats, and a loss of ancient woodland to forestry.

At end December 2002, lumber production showed mixed results, while exploitation activities had improved markedly.

UNMIL has been working closely with the Liberian Forestry Initiative to formulate a workplan to help the new Government to manage its natural resources.

Since COP 6, emphasis of interregional cooperation has been on the development of information exchange and joint initiatives in the field of agroforestry.

Action by CPF members has included the National Forest Programme Facility, the work of PROFOR and capacity building.

A review, entitled Preliminary review of biotechnology in forestry including genetic modification , is being prepared for publication.

Prior to the launch meeting, subregional workshops on agroforestry had been held in the Gran Chaco, Puna and Hispaniola subregions.

On 2 July, the Congress adopted the Orlando Declaration, highlighting the contribution of agroforestry systems and technologies in the achievement of the Millennium Development Goals.

To prepare reflections and proposals for the consideration of the United Nations Forum on Forests related to decentralization, federal centralized systems of forestry, and their implications for nfps.

CPF members explain that they have facilitated national forest programmes in a number of important ways, including through the National Forest Programme Facility and the Programme on Forests (PROFOR).7

The authors contend that this situation violates article 27, in that forestry operations are continuing and the effects are more serious than first thought.

This transition process has enabled forestry projects to acquire a new perception of the problems of managing natural resources, taking account of the evolution of both ecosystems and production systems.

Forestry, paper factories, and the agricultural sector (on which taxpayers spend around 3 billion euros annually) are politically sensitive to rural residents.

It observes that the effects of forestry should not be examined in the short term or in respect of individual logging sites, but from a wider perspective.

The reform of forestry policy is introducing two important innovations (i) preparation of forest management plans and (ii) adoption of forest certification and labelling systems.

According to the current land demarcation for forestry and statements made by the National Forest and Park Service, the area in question will sooner or later be absorbed into the felling cycle.

Forestry projects have been a driving force in this general evolution of practices for managing natural resources towards a more decentralized approach that involves people on the ground.

To analyse the implications of decentralization in key aspects of forest management for the development of national forest programmes (nfps) and to identify strategies that would allow such programmes to effectively address this issue.

The Congress also called upon the international community, including the Forum, to endorse the role of, and the potential afforded by, agroforestry in accomplishing the targeted objectives and goals set in international commitments and agreements.

Belarus believed that sustainable exploitation of forests could enable forestry to make a considerable contribution to the attainment of the internationally agreed development goals, including the Millennium Development Goals.
