In the decade or so leading up to the meltdown of 2007 2008, the global trend was toward regulatory integration.

Attention should be focused on Arab regional integration and the study of mechanisms that would activate this integration and on reviewing the existing organizational structure of the secretariat in order best to serve Arab integration.

The enabling conditions for the process were organizational integration, financial commitment and strategic control.

Organizational integration refers to incentives for people to apply their skills and efforts to engage in interactive learning in pursuit of organizational goals.

Notions of organizational integration suggest that, when rearranging the balance between security and flexibility, reforms to labour laws should not lose sight of the importance of stability and corporate loyalty in triggering interactive learning and innovativeness.
