Of the costs apportioned to administrative operations, one third (or one sixth of the total) is borne by the United Nations.

Secondly, they can enhance the efficient allocation of resources (reducing the time required to conduct a procurement, and reducing the administrative costs of the traditional open tendering procedure).

Furthermore, the reductions under common staff costs reflect both the realized vacancy rates described above and the lower than budgeted actual rate of common staff costs ( 5,526,400).

If UNHCR had deducted the same amount, it would have received from the beneficiaries 59,000 to defray part of its administrative costs.

The Standing Committee approved, for submission to the General Assembly, the proposed budget estimates of 108,552,700, comprising administrative costs ( 57,439,000), investment costs ( 49,393,100) and audit costs ( 1,720,600).

AS manages secretariat wide operating costs from the core budget. Staffing and related costs of AS are funded from overheads.

An outstanding question is the extent to which cost recovery should also make a contribution to the basic administrative costs of the organization and to some part of the programme support costs that cannot be clearly attributed to any specific programme activity.

(i) At the United Nations global headquarters level, member state expectations are high for rationalization of procurement and human resource management, increased administrative efficiency and cost reductions.

The higher requirement under common staff costs is attributable to service and family allowances being charged to common staff costs but budgeted under international staff salaries, combined with a higher percentage of international staff holding 100 series appointments.

At the same time, donors' administrative costs, which are counted as official development assistance, also rose to 5 per cent of total official development assistance in 2002.

As to the issue of data compilation, the experts emphasized the need to maximize the use of information existing in administrative data sources with the aim of reducing costs and the respondents' burden.

The United Nations reiterated its support for continuation of the cost sharing arrangements made with the Pension Fund, in consideration of the pension administrative services provided by the Fund's secretariat as the Staff Pension Committee of the United Nations.

Participation in political science and theory of management refers to direct public participation in political, economical or management decisions.

It aims to help the General Assembly better exercise governance responsibilities with respect to the various operations of the United Nations.
