Improving the monitoring of pledges and disbursements

Across the world, commitments are forthcoming.

They must now deliver.

(i) Multilateral obligations for combating terrorism

I call on them not to backslide on these honourable commitments.

The problem is certainly not a lack of commitments, including those made at the Rio Earth Summit in 1992.

Those pledges have now come in, from 154 countries, including the major emitters, and they fall far short of what is required. To fathom the gap between what the pledges would achieve and what is required, we need to go back to the language that everyone accepted in Rio.

Pledges in July 2004 totalled 1.37 billion.
