Improving the monitoring of pledges and disbursements

Across the world, commitments are forthcoming.

They must now deliver.

(i) Multilateral obligations for combating terrorism

I call on them not to backslide on these honourable commitments.

The problem is certainly not a lack of commitments, including those made at the Rio Earth Summit in 1992.

Those pledges have now come in, from 154 countries, including the major emitters, and they fall far short of what is required. To fathom the gap between what the pledges would achieve and what is required, we need to go back to the language that everyone accepted in Rio.

The third risk is that industrial policies run afoul of international commitments and obligations.

Pledges in July 2004 totalled 1.37 billion.

These pledges, reformulated as specific, measurable targets, became the Millennium Development Goals (MDGs).

These commitments continue to serve as the extensive and fundamental legislative authority for the way forward.

It saddens me to say that, to date, only a minor percentage of the pledges have been fulfilled.

The Oslo donors conference and its outcome are a great testimony to that support.

Lastly, there have been a number of recent pledges to increase bilateral and multilateral funding to tackle malaria.

It is unfortunate that the necessary political will to build on previous undertakings and commitments could not be mustered.

All of this is happening in spite of the commitments entered into at the Millennium Summit to fight poverty, disease and misery.
