This training makes it possible for the office bearers of the WCOs to manage the WCO affairs including financial management of WCO resources.

A 2003 training programme by the Department revealed weaknesses in discipline in several missions, including MONUC, and in response, the Department intensified training in this area.

The Department would review conditions of service and staff mobility across the United Nations system and ensure that staff were provided with training in the core business and the standards of the Organization.

In many countries, public administration remains weak largely owing to a shortage of human resources and to deficiencies in staff training and motivation.

As a result, the demand for training in international management practices has emerged, and a relatively young cadre of managers ages thirties and forties has been appointed.

The Group had been encouraged to note that the priority and perspective conferred by senior management on training and staff development were generally in conformity with international best principles and practices.

The Department is therefore building its technical infrastructure and internal capacities through training to enable the staff to conduct systematic media monitoring and analysis.

In return, human resources departments will be able to collaborate with the libraries by informing knowledge teams of training activities and the procurement of new management and technical training opportunities.

The European Union welcomed the commitment by the Administration to establish an integrated training service. It trusted that that initiative would result in the adoption of a more strategic approach in terms of both the types of training offered and the resources requested for those activities.

Furthermore, adequate training must be made available and managers held accountable for conducting self evaluation to allow a more effective management culture to take hold in the Organization.

A number of programmes are addressing participatory governance to some extent, such as Safer Cities, the Urban Management Programme, the Sustainable Cities Programme and the Training and Capacity Building Programme.

Due to the United Nations Human Settlements Programme (UN Habitat) promotion of tools to improve urban governance, there is a high demand by local authorities for training tools, including those regarding participatory budgeting.

The US and China could work together to organize managerial and development training for North Koreans and encourage the World Bank and the International Monetary Fund to start providing technical advice.
