Succession planning

Responsible for overall administration of personnel programme, including staff planning, staffing, classification, staff relations, appointments, promotions, separations, assignments, staff development and travel of all staff.

A workshop on gender sensitive planning was held for officers responsible for local planning administrations in order to find ways to integrate gender considerations into local planning.

(a) Undertake succession planning, in cooperation with programme managers, focusing on gender issues

The budget support has primarily served to strengthen the capacity of staff in the Ministry of Planning and Finance, line ministries and districts, particularly in the areas of planning and financial management.

The cost of these eight temporary posts would amount to 2,318,100, net of staff assessment.

Succession planning within the General Service and related categories has been virtually impossible, with no new entry level staff being recruited.

That budget support will be conducted in conjunction with a multi donor grant funded programme to strengthen the capacity of staff in the Ministry of Planning and Finance, line ministries and districts, particularly in the areas of planning and financial management.

UNICEF agrees to conduct further training and awareness raising with the aim of increasing utilization of the supply planning module by field offices.

However, owing to the lack of personnel necessary for the efficient implementation of envisaged tasks of the Sector, new employments are planned.

Limiting the number of civil servants and State officials in order to control the wage bill this action is under way with technical and logistical support from the United Nations Development Programme (UNDP).

The need to develop staff and train them in the use of new products is hampered when any such effort is regarded as an opportunity cost in terms of daily operations.

As these staff receive the post adjustment applicable to their home duty station, the average salary cost was higher than the standard cost used in the budget estimates.

Staff costs, support costs and operating and other overhead expenses comprised 11.6 per cent, 3.8 per cent and 3.9 per cent, respectively, of the total cost of the project.

Additional requirements are largely attributable to the planned deployment of 26 additional aircraft (6 fixed wing and 20 helicopters), combined with a 16.5 per cent increase in the cost of fuel.

While the United Nations has in place a detailed Code of Conduct readily available to all staff on the Intranet, it is now planned to disseminate the Code in other ways.

Management ascribed the lower spending rate to, inter alia, planning for increased personnel costs during 2005 on account of launching the UNIDO UNDP cooperation and preparing for an increased staff turnover due to staff reaching retirement age or leaving the organisation in 2005.

Development planning is the task of the Planning Division of Pakistan.

2. Also notes with concern that the lack of proper succession planning has a negative impact on the rejuvenation of the Organization and on attaining core human resources targets

To realize this vision, resources will be needed in two main areas, training and technology, and a careful evaluation of information policy issues and staffing procedures will be an essential part of the planning process.

Staff at the Bosnia and Herzegovina and Republika Srpska Ministries of Interior were trained in handling budgets at the local level, in particular in matching operational planning and budget management.

With regard to staff selection, the delegations supported the proposal to reduce the period for submitting applications from 60 to 45 days, but feared that that measure would not be sufficient to address long delays in filling vacancies or the lack of succession planning.

The cost of improving reliability

In paragraph 198, UNFPA agreed with the recommendation of the Board of Auditors that it (a) reduce recruitment lead time and (b) intensify its efforts to implement workforce and succession planning.

As I have indicated, my delegation is very much in favour of adequate and advanced planning for peacebuilding, but this must apply not only to funding and material, but also to the deployment of the required civilian personnel.
