Indeed, there is no market for other kinds of recession related insurance provided by the government, such as unemployment insurance, old age insurance, or disability insurance. Instead, the government merely sets an insurance premium and forces everyone to pay it.

(b) The provisions of this Convention that affect the rights and obligations of the debtor do not apply if, at the time of conclusion of the original contract, the debtor is located in such a State or the law governing the original contract is the law of such a State.

1. Notification of the assignment or a payment instruction is effective when received by the debtor if it is in a language that is reasonably expected to inform the debtor about its contents.
