Surrounded by the sea, Japan considers the preservation of the marine environment to be extremely important.

II The Global Programme of Action for the Protection of the Marine Environment from Land based Activities

The Chinese Government attaches great importance to the protection of the marine environment and to the promotion of sustainable development.

Considering the very slow rate of degradation of most marine litter items, a continuous input of large quantities of marine litter will result in a gradual increase of litter in the coastal and marine environment.

At this time we would like to note that Kuwait is the host country of the Regional Organization for the Protection of the Marine Environment (ROPME), which was established by regional agreement in 1978, in order to promote cooperation in protecting the marine environment from pollution.

My delegation attaches great significance to the marine environment and supports the implementation of Part XII of the Convention, which deals with the protection and preservation of the marine environment and resources from pollution and physical degradation.

The representative of the Permanent South Pacific Commission said that its plan of action to protect the marine environment, including vulnerable marine ecosystems, and the Convention for the Protection of the Marine Environment and Coastal Area of the South East Pacific and its Protocols provided the basis for action with respect to marine debris.

The coastline of the ROPME Sea Area is also being used as a repository for large quantities of industrial, commercial and residential trash and other solid waste.

Kuwait is also involved in other programmes with the International Atomic Energy Agency (IAEA) for the protection of the marine environment.

(h) serious harm to the marine environment means any effect from activities in the Area on the marine environment which represents a significant adverse change in the marine environment determined according to the rules, regulations and procedures adopted by the Authority on the basis of internationally recognized standards and practices.

As long as the input of non degradable litter into the marine environment continues, the result will be increased quantities of marine litter in the coastal and marine environments.

While not yet the subject of international regulation, noise pollution in the marine environment is responsible for changes in behaviour and for injuries that could lead to the deaths of marine mammals and other species.

We consider appropriate the decision to initiate the regular global assessment of the state of the marine environment.

We would emphasize the need to ensure effective coordination and cooperation in the process of integrated ocean management so as to promote sustainable fisheries, enhance maritime safety and protect the marine environment from pollution.

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.
