District municipalities are made up of a number of local municipalities.

Local authorities in Namibia can be in the form of municipalities (either Part 1 or Part 2 municipalities), town councils or villages.

Some local municipalities are outside of any regional county municipality ( hors MRC ).

The larger, merged municipalities are intended to handle an increasing workload because more public services are delegated from higher levels of government to the municipalities.

In 2003 it cooperated with T.E.D.K.N.A. (Local Municipalities and Communities Union of the Attica Prefecture) in the international conference The new, enlarged Europe and the role of the Mediterranean where it presented the subject of trafficking in Eastern European and Balkan countries.

In addition to social security programmes and schemes, which are applicable for women in both urban and rural areas, cities and local governments also provide different benefits under the Local Government Organisation Act and the Rural Municipality and City Budget Act.
