As we meet here today, the dramatic increase in oil prices is threatening to roll back growth possibilities in many African nations, worsening their internal and external imbalances.

But it is also essential, because China s new leadership seems determined to come to grips with a vast array of internal imbalances that threaten the environment, promote destabilizing income inequality, and exacerbate regional disparities.

However, perturbations cause the orbital elements to change over time.

Our collective commitment and efforts are needed to correct the imbalances and disparities in the world.

Efforts to strengthen the various arms of the United Nations system are needed to tackle institutional imbalances.

Their efforts to self insure, by, say, building up their foreign exchange reserves, perpetuate global economic imbalances.
