Third annual meeting

The fourth inter committee meeting decided that the Chairperson of the current inter committee meeting should report on the implementation of its recommendations at the beginning of the next inter committee meeting, before the election of the Chairperson of that meeting.

The inter committee meeting noted that certain matters raised in the recommendations of the third inter committee meeting had not been considered during the meeting and recommended that these issues be included in the agenda of the fifth inter committee meeting.

We strongly endorse the joint communiqué adopted by the High level Meeting.

The report was presented to the annual IAPWG meeting, held in May 2004, and many of the organizations of the United Nations system have agreed to implement the recommendations contained therein.

Points of agreement of the fourth inter committee meeting to be transmitted to the seventeenth meeting of chairpersons

i. Outcome of the third inter committee meeting ANd sixteenth meeting of chairpersons of human rights treaty bodies

The Meeting agreed that the Chairperson should highlight the benefits of the Inter Agency Meeting in his opening remarks.

(ii) Parliamentary documentation annual report on the activities of the International Trade Centre UNCTAD WTO and annexes (8) reports of the Joint Advisory Group (2)

The inter committee meeting recalled the recommendation of the sixteenth meeting of chairpersons regarding the modalities of NGO participation in the treaty bodies and recommended that the issue be placed on the agenda of the fifth inter committee meeting.

Report of the fourth inter committee meeting of human rights treaty bodies

An updated document reviewing the status of ratifications will be distributed at the forthcoming joint meeting.

The present report has been submitted by the Inter Agency Meeting in response to that invitation.

The meeting was immediately preceded by the fourth inter committee meeting, held from 20 to 22 June 2005.

(f) Proposing a draft agenda for the Annual Meeting of the Special Procedures and presenting a report to the Meeting.

The Coordination Committee will consist of five members, including the Chairperson and the Rapporteur of the annual meeting.

The inter committee meeting noted the report of the Secretariat on the working methods of the treaty bodies (HRI MC 2005 4) and, in accordance with the recommendation of the third inter committee meeting, requested the Secretariat to keep this document updated and to submit it to the fifth inter committee meeting.

Participants at the fourth inter committee meeting agreed to transmit the following points to the seventeenth meeting of chairpersons.

(d) The fourth Inter Committee Meeting, together with two other members of the Committee

Implementation of the strategy will require generation of resources and innovative approaches, such as a special trust fund or grants programme for youth initiatives, partnerships with the private sector and civil society, and joint activities with other United Nations agencies.

It was agreed that the Coordination Committee for 2005 06 would consist of Philip Alston (Chairperson of the annual meeting), Sigma Huda (Rapporteur of the annual meeting), Ghanim Alnajjar, Rodolfo Stavenhagen, and Leila Zerrougui.

The inter committee meeting agreed that treaty bodies could consider drafting joint general comments on issues of common concern.

(c) A review of progress made regarding the recommendations arising from the meeting should be initiated for the next annual meeting in 2006.

If need be, they should meet at an appropriate time during the course of the year, and should meet informally one day before the annual meeting.

The Meeting expressed great appreciation for the dedication and enthusiasm of Takemi Chiku in working to enhance the effectiveness of the Inter Agency Meeting as its secretary for the previous five years.

The meeting agreed on the draft terms of reference of the city group and the intersecretariat working group.

The inter committee meeting also called on the Secretariat to update the report regularly.

The Meeting noted with appreciation the participation of DPKO and WFP in the work of the Inter Agency Meeting for the first time.
