Recovery, return and reintegration

Our efforts in reconstruction and other sectors are directed at promoting unity and reconciliation.

A master plan for reconstruction and rehabilitation was then devised.

It is our expectation that both the tsunami affected countries and the donor communities must remain committed to promoting transparency and accountability with respect to the channelling and utilization of resources, which will facilitate the long term sustainability of the recovery and reconstruction efforts.

Conflict, post conflict reconstruction and the private sector

We will increase the number of Provincial Reconstruction Teams in order to support the expansion of the central government's authority and facilitate development and reconstruction.

The new Government merged the Ministry of Planning and the Ministry of Reconstruction to form a Ministry of Economy.

France will continue to support the people of Iraq on the path of national reconciliation, democracy and reconstruction.

We applaud the leadership role taken by the Governments of the affected countries with regard to recovery and reconstruction.

In addressing the recovery and reconstruction efforts, the sustained attention and contribution of the international community is vital.

Pakistan hopes that the international community will support the medium and long term rehabilitation and reconstruction efforts of the Government and people of Pakistan.

How can we meet the challenge of effective relief, rehabilitation and reconstruction, as well as pre disaster warning and preparations? That continues to the responsibility of the United Nations.

The Republic of Korea, having actively supported the stability and reconstruction of Afghanistan, is once again a sponsor of the draft resolution before us.

Korea has continued with its commitment, providing medical and reconstruction units to Afghanistan since 2002 and contributing 57 million since 2001 for emergency relief, reconstruction and support of the elections held in September.

With regard to peacebuilding and reconstruction, we believe that disarmament, the reintegration of refugees and post conflict long term development should be one of the most important and essential components of post conflict activities.

It is anticipated that a wave of refugees and returning IDPs may materialize from other parts of Somalia, if the current peace process and rebuilding holds.

We call on all Member States, regional and subregional organizations and the United Nations system to enhance the role of women in decision making with regard to all peace processes and to post conflict reconstruction and rebuilding of societies.

The stadium was renamed in early 2010 to the Estádio Nacional Mané Garrincha and the construction began in April of the same year.

We therefore welcome the proposed establishment of a peacebuilding commission to help conflict afflicted countries in the transition from war to peace and national reconstruction.

Secondly, the Government of Iraq has officially announced the beginning of reconstruction operations, the provision of health and humanitarian services, and the rehabilitation of hospitals, health centres and schools in areas where military actions took place.

Space data has proved its potential to provide vital information inputs to all phases of the disaster cycle, covering preparedness, mitigation, response and reconstruction.

Given this situation, there is a potential for acute food insecurity in the future which may pose a threat to Somalia's already fragile peace building and reconstruction efforts.

The broad nature of this assistance is already well understood including in the areas of disarmament, demobilization and reintegration, initial recovery activities and support for reconciliation efforts.

A group of Shiite members also returned in July after a boycott which gained them an investigation into the bombing of a Shiite mosque, along with reconstruction and improved security.

At the same time, the capacity of the Government, due to the limited human resources available, as well as the logistical difficulties of inter island transportation, are also proving to be major hurdles in the implementation of the recovery and reconstruction programme.

Moreover, the facilities for three (3) Centres of Recovery and Physical and Social Rehabilitation have been completed as well as the Centre of Recovery, Rehabilitation and Social Support of Disabled People in the city of Arta the project is currently at the stage of equipment supply and staff recruitment which is the final stage before the beginning of the Centres' operation.

However, the funding provided through that channel has been steadily declining in recent years, severely hampering the relief, recovery and reconstruction efforts of disaster affected countries.

C. Post disaster recovery

Azerbaijan welcomes and supports the initiative of the Association of Southeast Asian Nations in submitting a draft resolution on strengthening emergency relief, rehabilitation, reconstruction and prevention in the aftermath of the Indian Ocean tsunami disaster.

Reconstruction took more than 40 years.

Nonetheless, the affected Governments are committed to ensuring that the reconstruction and redevelopment efforts are aimed at providing the people with a better future and safer environment, in line with the high expectations of their people and the donor community.
