One reason for this might be due to the fact that the Committee's recommendations under the periodic reporting procedure are so general that it has not been possible to recommend concrete steps aimed at achieving progressive implementation of particular provisions of the Covenant.

At its 123rd session in November 2002, the FAO Council had formally established the Intergovernmental Working Group (IGWG) for the Elaboration of a Set of Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security.
