The representative of a regional economic integration organization, noting the large number of chemicals considered by the Committee and the seemingly disappointing high number that did not meet all the criteria of Annex II, urged parties not to be deterred by the low number of chemicals meeting the requirements of Annex II.

In addition, one expert expressed his concern that there should be a process to update and refine decision guidance documents, particularly in the light of new notifications for a chemical already in Annex III.

As at 30 April 2005, a total of 442 notifications for 201chemicals had been submitted from Parties which were verified by the secretariat as having met the information requirements of Annex I.

The result would be that previously considered notifications could not be taken into account by the secretariat in connection with any subsequent process for considering whether to list chemicals in Annex III.

Noting that a high proportion of notifications related to chemicals that were already subject to the prior informed consent procedure, he suggested that, if the trend continued, the Conference might wish to consider encouraging Parties to set priorities so that scarce resources could be concentrated on new chemicals.

Those notifications have either been verified and synopses circulated to Parties in appendix I of PIC Circulars XX (December 2004) and XXI (June 2005), have been found to fall short of the requirements of Annex I or are still under verification.

The Conference of the Parties may wish to consider encouraging Parties, when submitting notifications, to describe clearly the effects, real or expected, of the regulatory action with regard to the use of the chemical in order to facilitate the task of the Committee in assessing whether criterion (c) (i) of Annex II of the Convention had been met.
