The members of the Management Performance Board will be appointed by the Secretary General for a two year term, which may be renewable.

The Government added that administrative detention is only used when a state of emergency has been declared in the country. The measure, which must be approved by the Minister for Internal Affairs, is used in cases where a person poses a threat to public order. Such decisions can be appealed before the courts.

The procedure abolishes the Liquidation Team, a long standing regime that many alleged was unjust, aggressive in administrative intervention, unprofessional, and unaccountable.

We encourage the Secretary General to continue the modernization of the Organization, which he has set in motion under his prerogative as chief administrative officer.

As part of the second phase of the human resource management framework, the Director General, through Administrative Instruction No. 15 dated 26 July 2002, introduced a new and simplified performance appraisal system.

In accordance with Article 11 of the Constitution of the Organization, the Director General shall be the chief administrative officer of the Organization.

The Secretary General, as Chief Administrative Officer of the Organization, must be given a higher level of managerial authority and flexibility.
