3.1 The Executive Secretary is accountable to the Secretary General.

(a) Consolidation of the reports of the Secretary General and the Executive Director of the Institute

On substantive matters, the linkage enables the secretariat, as part of the United Nations system, to cooperate with the Department of Economic and Social Affairs, the Office of Legal Affairs and other departments, programmes and agencies involved in contributing to work on climate change and sustainable development within the international community.

5.1 The Deputy Executive Secretary is accountable to the Executive Secretary.

Mr. Reuter (Executive Director of the Capital Master Plan) said that he endorsed the comments of the Under Secretary General for Security and Safety.

Office of the Executive Secretary

The Executive Secretary located in Geneva will be appointed by the Executive Director of UNEP and the Executive Secretary located in Rome will be appointed by the Director General of FAO, in consultation with the Conference of the Parties through the Bureau.

In 1994, the Executive Board endorsed the recommendation of the Secretary General that the MCC consist of the Administrator of UNDP (Chair), the Under Secretary General for Administration and Management, and the Under Secretary General for Development Support and Management Services.

7.1 The United Nations Information Services (UNIS) are attached to the Office of the Executive Secretary and are headed by a Chief who is accountable to the Executive Secretary.

The Assistant Secretary General and Executive Director for the Capital Master Plan introduced the report of the Secretary General (A 60 550, A 60 550 Corr.1, A 60 550 Corr.2 and A 60 550 Add.1).

An official of the secretariat designated by the Executive Secretary shall serve as secretary to the Executive Board.

The text of the report appears in document S AC.26 2005 2. In conformity with the provisions of article 40, paragraph 5 of the Rules, information concerning the identities of individual claimants and the amount to be paid to each individual claimant will not be made public, but will be provided to each Government separately.

The Executive Secretary is accountable to the COP and enjoys a considerable degree of delegated authority.

9. Reiterates its request to the Secretary General, the Executive Director of the United Nations Environment Programme and the Executive Secretary of the Convention to take all steps necessary to ensure the successful observance of the International Day for Biological Diversity

The Government of Thailand has nominated Mr. Wisit Wisitsora At, Director General, Office of Justice Affairs, as the National Liaison Officer between the United Nations and the Government with responsibility for making the necessary arrangements for the Congress in consultation with the Secretary General or the Executive Secretary of the Congress.

Executive Office of the Secretary General

The Principal Officer and the Special Assistant to the Executive Secretary, who also serves as Secretary of the Commission, are accountable to the Executive Secretary.

4.1 The Office of the Executive Secretary is headed by the Principal Officer.

The conflict of interest issue would also arise if the review functions were placed in the Executive Office of the Secretary General, since the Secretary General is the final authority on all administrative decisions.
