Closure of the session At the 4th meeting, on 14 December, the Chair thanked the outgoing Bureau members, delegates and observers for all their efforts in the past two years towards reaching the goals of the SBI, and stated that she had enjoyed working with them throughout her term of office.

At the opening of the workshop, welcome addresses were given by Ms. Daniela Stoycheva, Chair of the SBI, and Ms. Joke Waller Hunter, Executive Secretary.

The Executive Secretary concurred with the Chair of the SBI that the process faced a serious problem which needed to be addressed urgently.

There is only one way we can ever hope to truly move beyond the lingering misgivings concerning the past, and that is to squarely face up to  and repent for history.

Recommendation The Executive Secretary is of the view that the institutional linkage of the secretariat to the United Nations has worked effectively and thereby resulted in several benefits to the secretariat and the Parties.

At its 36th meeting, on 22 July, the observer for Switzerland made a statement as facilitator for the informal consultations on draft resolutions I to VI contained in chapter I, section A of the report of the Commission on Crime Prevention and Criminal Justice18 (see E 2005 SR.36).

The Assistant Secretary General and Special Adviser to the Secretary General on Gender Issues and Advancement of Women and the Director of the Division for the Advancement of Women addressed the Committee at its 684th meeting.

Rachel Mayanja, Assistant Secretary General and Special Adviser to the Secretary General on Gender Issues and Advancement of Women, who acted as temporary Chairperson, opened the session.

The African Group supported the General Assembly resolution on security enhancement and was ready to play its part in cooperation with all Member States.

The General Secretary of NLD, Daw Aung San Suu Kyi, and the Vice Chairman, U Tin Oo, remain under house arrest, with no date given by the Government for their release.

In its continuing review of the functions and operations of the secretariat, the SBI, at its twenty first session, provided guidance to the Executive Secretary on how to address this matter.

At its 1st meeting, on 6 December, the SBI considered a note by the Executive Secretary containing the provisional agenda and annotations (FCCC SBI 2004 11).

In the light of the internal review and the adoption of decision 1 CP.10, the Executive Secretary has initiated changes in the way the secretariat supports the intergovernmental discussion of adaptation and the related implementation activities.

It was noted, however, that certain adjustments in the setting of agendas were possible within the Executive Secretary's mandate to draft the agendas of the COP and the subsidiary bodies.

At the same time, he noted the suggestion that adjustments might be possible within the Executive Secretary's mandate to draft the agenda in consultation with the President of the COP.

The SBI noted that, in accordance with decision 16 CP.9, paragraph 20, the Executive Secretary provided Parties with an indication of the administrative and budgetary implications of these conclusions.

The Executive Secretary has looked at problem areas and options, and, in the light of the outcome of COP 10, has initiated the process of introducing a new secretariat structure for the 2006 2007 biennium and a new results based approach.

In accordance with Article 13, paragraph 6, of the Kyoto Protocol, COP MOP 1 will be convened by the Executive Secretary, Ms. Joke Waller Hunter.

The COP, acting upon the recommendation of the SBI, took note of the report by the Executive Secretary on the findings of the internal review of the activities of the secretariat (FCCC SBI 2005 6), prepared in response to decision 16 CP.9.

For its consideration of this sub item at its 1st meeting, on 28 November, the COP had before it a note by the Executive Secretary containing the provisional agenda and annotations (FCCC CP 2005 1).

The Executive Secretary has concluded that the secretariat should consolidate and strengthen its support to non Annex I Parties to the extent resources permit and within the agreed and clear priorities and mandates set by Parties.

The COP welcomed the initiatives undertaken by the Executive Secretary to follow up on the findings of the internal review, and requested that Parties be informed of the progress made in implementing these initiatives through the secretariat's regular performance reports.
