China believes that in the pre war period, minefields should be monitored and guarded effectively, but need no marking or fencing in the post war period, however, minefields should be marked and fenced immediately.

Taking into account the views of other parties on this issue, China is ready to demonstrate flexibility by making some amendment to the provisions on the first category of sensitive fuzes in the Coordinator's Paper, i.e., tilt rods do not appear to be a recommended method of activation, if it cannot be designed in such a way that an individual cannot, within reason, initiate the mine .

The permitted purpose for which mines were used, the activity or project in which these mines were used, progress made or objectives realized in the use of these mines, the types and quantities of mines used and any other relevant information (e.g., the location of the use of the mines).

The nub of the MOTAPM problem lies in the way in which they are used, and not in their design.

(ii) To prohibit the use of MOTAPM, which are not detectable by commonly available mine detection equipment.

China hopes that the Coordinator on the MOTAPM issue will incorporate proposals in this package solution to his Paper, so as to facilitate further discussions on the issue in the GGE.

Requiring all MOTAPM to be detectable is an important measure to help mine clearance organizations locate and clear dangerous areas quickly and safely.

Availability of the alternative methods and equipment for the humanitarian de mining, international acceptance.

With regard to post war humanitarian demining, the quantity of metallic material in MOTAPM has little substantive effect on reducing the difficulty of demining operations.

It is therefore necessary to strictly restrict the use of MOTAPM in the above mentioned aspects for the effective solution to the humanitarian concerns caused by MOTAPM.

The States should take all appropriate steps aimed at preventing the unauthorized access to or use of MOTAPM by any individual, group of persons or entity, not acting under the legal authority of a State, including inter alia

The transfer of MOTAPM to any recipient other than a State or State agency authorized to receive such transfers should be prohibited.

The lack of strong rules on hand emplaced mines would significantly reduce the effectiveness of a new MOTAPM instrument.

Transfers of mines have virtually halted, large tracts of previously mined lands have been cleared and more than 31 million stockpiled mines have been destroyed.

However, according to statistics, the humanitarian concerns caused by MOTAPM are by no means comparable with those caused by Anti Personnel Landmines (APL).

The ICRC supports the efforts to reduce the potential problems caused by mines with sensitive fuzes in a future MOTAPM instrument.
