Mr. Masood Khan (Pakistan) My brief intervention will be on the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC).

It also establishes stricter penalties for contraventions of the Biological and Toxin Weapons Convention.

A licence is refused if such export is incompatible with Switzerland's international obligations, the non legally binding international control measures to which Switzerland subscribes or embargo measures, or if there are grounds for believing that the items in question would be used for the purposes of terrorism or organized crime

In particular, section 8 of the Crimes (Biological Weapons) Act places a restriction on the development, production, stockpiling, acquisition or retention of certain biological agents and toxins and biological weapons.

The act, which will function to make it more difficult for terrorists to acquire and or use biological weapons, is framework legislation that streamlines existing laws that deal peripherally with biological weapons issues and thus provides a more complete legal basis for the regulation of dual use biological agents.
