The multi year programme of work called for a review of progress and consideration of future actions at the fifth session of the Forum.

The 10 year review and appraisal of the implementation of the Beijing Platform for Action was carried out during the forty ninth session of the Commission in March 2005.

The expert consultation aimed to identify priority issues in the follow up to the 10 year review and appraisal of the Beijing Declaration and Platform for Action.

Based on the outcome of the 10 year review of the implementation of the Beijing Declaration and Platform for Action, the 2005 World Summit and the work of the Commission since 1996, the following multi year programme of substantive themes for the period 2007 2009 is proposed (see the annex to the present document for rationales for the proposed themes).

The 10 year review of the World Summit on Sustainable Development (Copenhagen, 1995) and of the Fourth World Conference on Women (Beijing, 1995) resulted in the following two Declarations

Core resources now need to be significantly increased given the focus on implementation and accountability emerging from the 10 year review of the Beijing Platform for Action.

In February, the Commission for Social Development carried out its 10 year review of the social development agenda set out in Copenhagen and at the twenty fourth special session of the General Assembly.

In March 2005, the 10 year review of the Beijing Platform for Action1 highlighted unique aspects of the progress made in its implementation, and the gaps that remain, in each region of the world.

This extensive response demonstrates the importance that young people attribute to the World Programme of Action for Youth and is evidence of their commitment to support its 10 year review.

The review of the working methods of the Commission and development of the multi year programme of work should emphasize the catalytic role of the Commission in promoting gender mainstreaming.

Youth unemployment constituted a particular challenge and should be a focus of the 10 year review of the World Programme of Action for Youth to the Year 2000 and Beyond.

Under the Commission's multi year programme of work, its sessions are organized in two year implementation cycles, consisting of a review session in the first year and a policy session in the second.

This is a country review rather than merely a review of Government performance.
